How to succeed at playing 911 Operator in Expert mode

So, if you are struggling to get a decent reputation level in Expert mode, here are some tips to increase your chances of getting a good reputation score.

1. Never have units for a single purpose

Well, you wouldn't expect a cop to save your cat from the tree, right? Well, what if you haven't got a Fire Engine to spare? Or what if you need a Ambulance but all Ambulance units are unavailable? Having police cars with fire extinguishers and first-aid kits would make it useful to delay until an Ambulance or Fire Truck arrives if needed. Sometimes, police officers and sometimes fire fighters equipped with first-aid kits and/or fire extinguishers can resolve the situation before the Fire Department or Ambulance arrives. That way, you might just save losing reputation points to cases timing-out before your units arrive on-scene.

2. Use your units wisely

Similar to the first point, equip your police officers and fire fighters with first-aid kits so that can assist in medical calls. But when you get a medical call, you need to decide whether transport is needed.

For cases like broken limbs or heart attacks, you definitely need an Ambulance. However, if the distance between the Ambulance and incident location is long, sending an officer or a fire-fighter that is equipped with a first-aid kit and is near the scene speeds up the response time. That way, by the time the Ambulance arrives, they can just pick-up the patient and rush him/her to hospital immediately. However, this should only be done if you have units to spare.

If it's cases like a fall, you might only need a unit that is equipped with a first-aid kit. Try to save Ambulances for those with more serious injuries that requires medical transport.

How about non-medical calls? Like speeding or wrong way driving, which can only be handled by the police? If you have some motorcycles, use them instead of regular police units, as most of the time offenders are fined only. This frees up police units to respond to cases that an arrest is likely needed.

3. Space out your units

This one should be obvious, as to reduce time taken for emergency units to respond to incidents.

4. Helicopters and other fast response vehicles

For those that can afford to splash out on an expensive helicopter, how do you use it efficiently? Starting with police helicopters, police helicopters are not effective in a pursuit as it can't get down and stop a road vehicle. Police helicopters are effective when performing a search or when it is needed urgently. Moving on to medical helicopters, it is highly effective if the travel time is long for a road ambulance to get to an incident scene that needs medical transport.

And for the high-speed unit, when is it most effective? Pursuits or Urgent Medical Calls. This can save you from either losing a suspect and losing reputation points for call timing-out.

These are my tips to increase your chances of getting a good reputation points score. Good luck!

made it to 9th day and the event started, [won't spoil it here], but since I was recruiting police and loading every other unit with items, I did not have had enough vehicles to handle so much red markers. this is ultra dumb and frustrating, devs expets us to play the way they want, not the way you like :/
p.s. I can't see how gaining 27-50k per day can get you closer to the helicopters or something like that. economics is broken

You forgot to mention that police bikes are your best friends to catch speeders or traffic road ofenses in general, medical cars are good for replacing helicopters if you are low on cash due to their speed and patient transport capacity (1). I mean sure police bikes can not transport suspects to the station but they can hold them until a police car arrives to transport them. Its also good practice to have police units with bulletproof vests and even so expect some injuries in the early parts of the game. Also remember your units can do almost anything if they are free (so sending a free fire deparment unit to a light case like flu-like sympthoms is a good practice to save an ambulance for more critical cases like heart attacks. This is expert after all so if the police spot a fire they will try to fight it automatically. Thats the most common injury I got during my Single City Run on Expert (Miami).
