Open your journal to the last page to find a white piece of paper with 4 images and street names on it. This is your master key to finding the panel code.


This shows you the street names and images of stores that are on that street. So, for the first one, go to "Tranquil Street" and find the building that has goggles on the front of it.

As an example, on the piece of paper the last number on the code is on Partisan Road at a store with a life saver, seen here:


The rest of the codes should be self-explanatory once you find the first one. After you do this and find all the codes, go to the top floor of the tower and enter your code into the panel. This is how you get the final note.
