folder after SFM reported that the files were downloaded.
It could be possible that you have another witch.mdl located in a folder that has a higher priority than your workshop folder??? That would stop the workshop file from showing up. For example you have the L4D DLC downloaded and there is a witch in the same folder path as the workshop folder and the DLC pack has a higher priority (is farther up) in your Gameinfo.txt file's searchpaths.
if that folder isn't there, make sure you have
Game workshop
somewhere in your usermod\gameinfo.txt file.
