Traffic vehicles: more realistic years

An alternate version of my traffic vehicle end year mod. This one stops the oldest vehicles, such as the Ford Model T, spawning into the modern era for a more realistic look. Most post war cars will spawn forever however. It also adds more traffic vehicle colour variations and amends some vehicle starting years which were far too early in the base game, as well as allowing the Ford Model 77 pickup and Isuzu Elf to spawn as traffic vehicles.
