Which States are in each state group.
What the spend cost is for each state.
Which states are the most optimal to win the majority of the state group and win the extra cash to your campaign each turn.
Also when possible suggest which candidates would be best for each state group.

This state Group offers you up to 100k per turn when you win the majority of the states within it.

The states are highlighted on the following map:

Please See the following table for reference. It quickly breaks down the states in the African American state group, with their spend cost, and each states electoral college votes:

Recommend states to win group are as mention above at the bottom of the table are as follows, but please remember that other players can be going towards the same states as you and you will need to adjust your strategy accordingly.

Top Suggested Candidates with good African American Bonus:

With the Obama's or Stacey you can be making 150k per turn once you win this group. Helping you possibly obtain 208 electoral votes if you are able to win each state in this group.

Hi just like to point out that winning a state group is based on winning a majority of the states on the spending cost list, not the Electoral votes (which was implied in your chart).

The total spending cost of the African American group is 659.5 so therefore you need at least 330 to win it. NY+FL+IL+GA equals 337.5 which is good but there are other ways to get it slightly cheaper. If you did North Carolina instead of Illinois it would be exactly 330 and you can get it by the end of turn 4 with just 10k left in the bank

Also Lincoln is a good choice for that group with 50% bonus as well with a 20% bonus in Swing States and 25% in Manufactoring which IMHO are the best state groups in the game after AA
