The total spending cost of the African American group is 659.5 so therefore you need at least 330 to win it. NY+FL+IL+GA equals 337.5 which is good but there are other ways to get it slightly cheaper. If you did North Carolina instead of Illinois it would be exactly 330 and you can get it by the end of turn 4 with just 10k left in the bank
Also Lincoln is a good choice for that group with 50% bonus as well with a 20% bonus in Swing States and 25% in Manufactoring which IMHO are the best state groups in the game after AA
