Phr00t told me to change my NVidia Control Panel settings for 3089 specifically to always use my dedicated GPU, which when I did, didn't really change anything. I got some luck running it at 800x600 with no anti-aliasing. But someone else then told me to do the same thing, I figured "why not?" and did the same thing. Now for some reason it works flawlessly, 60fps @ 1080p with max settings.
Technology can be weird.
