The mod doesn't change the overall amount of vehicles. It only lowers the spawn rate of normal vehicles.

Does this mod change the overall amount of vehicles in the game? or just the rates of the current amounts.

I need to know what you want to customize with Mod Option but if you simply want to change spawn rates of vehicles,I think you can't do that with Mod Option.
The mod has the file called VehicleZoneDefinition.lua and it's actually very easy to edit it.
You don't have to learn any programing languages at all.

I need to learn the Mod Options first.The files in the mod are quite simple and I think everyone can modify them.There's a file called VehicleZoneDefinition.lua in the mod and you can modify it as you like.The only thing you should be aware of is the files are overwritten when the mod is updated,so you need to make a duplicate of the original one.

Could you add Mod Options support so that the amount of rare vehicles can be tweaked? My last playthrough was getting a bit ridiculous when I started finding Firetrucks and Box Trucks at grocery stores and residential homes.

Kevin, you need to enable 3d models for all in the options settings from the main menu. Otherwise Vehicles will be black or just shadows.
