I hate to be a downer but Natsu's mom imo. For how short her manga screen time is hot enough to make like even Lucy take a effing double take. I'd think. Like you can tell Hiro was holding back when it came to proportions so its pretty clear that in chapter 510 Hiro was probably thinking of his own mom when drawing her.
