It appears that he is using the latest preview build for CSP (Content Shaders Patch). Though since it is only a preview build you can only get it if you donate to the creator of CSP. Here's a link to his Patreon: https://www.patreon.com/x4fab/posts

It`s a mod, i think it is called SOL or CSP but you need both to have a rain.
