IIRC only the Diplomat has such promotion and you can already assign her to CS even without this mod.

So . . what happens if i put Armany with the loyalty eroding promotion into a city state?
Will it excert loyalty pressure and make other cities flip if their loyalty is not protected?

very cool mod, at first i was like whats the point, but then I started to think about magnus' ability Surplus Logistics and Moksha's ability Bishiop. I Hope this gets more attention.

Most Governors' buffs are given to a specific city so yes, if you can assign and establish a governor in a city (CS is just another city), then such city receives the buffs.

Yes, most (but not all) benefits are given to that CS. It's up to you how to use it.

For example, Victor can buff that CS strength and prevent siege if you have such promotion.

Hum... Exept for removing the fog of war. Does putting another governor than Amani does anything else when sent to a city-state?
