You have to complete Sub Quest: Lisbeth's Handiwork first after completing Sub Quest: Home Reform from DLC 2 Betrayal of Comrades in order to allow you enhance accessories memory chips.

For finding materials you're looking for, you can take a look at this material drop list[docs.google.com] by RalleYTN (The mob levels are in Extreme difficulty which got increased by 70 levels).

As mentioned in the beginning, you need to have DLC 2 in order to finish those required sub-quests.
