The police pickup can only be found in the police stations scattered across the map, but keep in mind that it might not spawn at all.
Second, power.
Turn on the power and fight your way to the armory, the garage is right next to it in all locations.
Third, repair requirements.
Fourth and finally, the gate.
Depending on if the generator is still running the gate and garage doors should open with just the push of a button.
