Changing sessions is probably your best bet. However, if you are in a session with one other person, and they're not letting you do your thing? Get to an office/nightclub/arcade/apartment and chill out. Organize your vehicles. Organize your sock drawer. Punks get bored when they've no one to mess with.
Of course, if the other person is chill... team up, you get more done.
If you're the vindictive type, stock up on homing rockets. Either they'll spend too much time spewing chaff and boosting away from you, or you'll swat them out of the sky. Now they're on the ground, and you can hunt them. :D
(or find their terrabyte and take it. Go on a rampage. nothing makes a punk lose their minds faster than you joyriding around in a multimillion dollar vehicle of theirs.)
