Most likely. Wasn't USA2, I was there. It's actually where I'm from and spent all my life IRL. So I held West OH in USA2 the entire duration the server was up. (Well, except for the first few weeks the server had WOH unlocked, another Ohioan and my original steward in EOH had it at first).
That's Clarke under Logan, and they cut out quite a few counties from Ohio, like Champaign that should be visible in that screen shot lol. And for some reason, they may Cinci the capital of Ohio even though Columbus is our capital. They made Columbus the capital of West Ohio, instead of Cinci... The USA map wasn't great...

Funny enough AxeHunter, I recognize those counties. It's Southwest Ohio on a USA map. That county on the left is supposed to be Preble-Butler.
