Weird switcher Alco made with cab height options. This one is a tall cab.

They seem to have replaced the the exhaust pipe with a air vent.*



*Neither Southern Pacific nor the American Locomotive Company replaced exhaust pipes with air vents. Only Penn Central would do something that ghetto.
