The game auto-launches in fullscreen mode, and when in windowed mode, you cannot resize the window. What can you do?

Launch Options
  1. Right click on the game on your Steam list. Or click on the little "gear" icon (called "Manage") at the game page on your Steam library.
  2. Select Properties from the context menu.
  3. Click on Set launch options button.
  4. Type in your desired resolution, and if you want full-screen (1) or windowed mode (0). See example below:

-screen-width 1280 -screen-height 720 -screen-fullscreen 0

This does work for some games. If it doesn't work for your game, set the Window Mode to Windowed and select a lower resolution. The window will scale down to that resolution. If it isn't scaling down, you're still in full screen.
