Report a translation problem
Once I collected all pictures, got the first achievement, and red light appeared. I did not go in to solve the puzzle, but ran around, got the last scare, and the second achievement
I missed both in my first playthrough but got them in my 2nd.
I noticed I missed one of the symbols as the recreation room kept repeating itself. For the 2nd walkthrough I got the symbols in order (following this guide) and I didn't come across any room twice in a loop.
I remember I was not looking up so I did this in my 2nd walkthrough and got a jumpscare. Billy can scare you from the ceiling (look for open shafts in the corridors). And when you hear music because you have found all photos (you start your next loop in a red / bloody filter) just go past the vent (where you'd end up in the secret room picking up the vinyl) and before ending the loop Billy attacks you.
I would add the two jumpscare above to your guide.
Nope. U can do it earlier. And yes, Billy Boy and Stop Repeating Yourself do not contradict each other.
