I had some real trouble with this game performing poorly, until I figured out a way to fix those issues.

So basically this game was performing poorly, running around 24 fps.
Changing quality level to minimum and disabling the frame limiter didn't seem to change anything.
Weirdly after some config changes frame rate went up to 58, but didn't go above that even with changing quality level from high to low (and yes, vsync is disabled) and the game was stuttering badly.
Now I realized the game never goes real full-screen mode, even how hard I tried to switch it on from the settings, but always stays at borderless mode.
The fix
Press Alt+Enter twice and something magical happens, the game runs as supposed, at full speed with no stuttering.

Hope this information helps anyone facing the same issues I had.

I can't change my fps to 59.89 within the Nvidia control panel

if alt enter doesnt work you are in fullscreen exclusive mode
and cap the fps at 59.89

its designed for console.. blame the console kids
you can change anything on pc you want in a game
id recommend not going about 24 fps though
btw thats what movies are shown in.

use fake fullscreen
and disable fullscreen opt on the exe
kids learn to NOT use the newest os.

Yes indeed you should be able to do that from the options menu and you'd expect it does what it says, but that wasn't the reality with this particular app.
This option (as many other things) did not work as intended on every platform and lots of people seemed to have similar issues I had, so that's the reason this "tip" got posted here.
This post might be obsolete now, because I haven't tried does the problem still occur or has it been fixed already.
