It's good you got it figured out. I usually have NVIDIA manually selected as a primary GPU for everything already to lessen the stress for my CPU

Well... After changing my primary GPU for Mafia 3 from Nvidia Control Panel, and THEN verified the game cache and restarting my PC again, it works! Thanks again :)

I did that. But nothing changed. There are no textures on roads, walkways, grasses, garage doors and piers etc. Everything is pitch black.

Quit the game, verify your game files via Steam and restart your machine
