The Scout/Armored Cars don't have to set up to gain the resources, as it seems like the extra resource production is tied into the vehicle itself. An example would be: 1.Put the scout car on any point. 2. Secure the sector a few times. 3. Move the car and put it on another point, the sector will also have the resource boost.
The British cannot do this with the command trucks, however they can put multiple trucks on a single point and get the Secured Resources upgrades on every one (Plus the Improved HQ truck upgrade from the Royal Engineer tree!)
The Americans cannot do this in any way.
I don't know anything about the Canadians as I haven't played them at all yet, I do have them unlocked though.
The Wehrmacht has a 231 in North Africa campaign with the Logistics upgrade. The Kampfgruppe Peiper Battlegroup in Ardennes maps spawns a single armored car with the logistics upgrade.
Panzer Elite can of course as mentioned, do this exploit with the Scout/Armored car or a 231 that is upgraded with a Logistics Upgrade.
Very helpful
