Fixing the crash.dmp error – step by step:
  • Open the game's folder at steamapps/common/HardReset
  • Right click the hardreset.exe file and select Properties
  • Go to Compatibility and select Run in 640 x 480 resolution
  • Apply the new settings
The game will now launch normally. You can change the resolution on the game's menu; it will work properly the next time you launch it.

If that doesn't work...
  • Repeat the same steps detailed above
  • Check the Compatibility mode option on the Compatibility menu
  • Select Windows 7 compatibility (or lower)
  • Apply the new settings
If THAT doesn't work...
  • Repeat the same steps detailed above
  • Delete the intro.slt file located inside the data_10_misc.bin file's data/cs folder. The .bin file is located on HardReset/data (you'll need 7zip or WinRar (or other similar software) to open it)
Notes
This fix worked on a PC running on Windows 10 with an AMD processor and an Nvidia GPU. It might not work for everybody.

I assume that forcing it to run at a lower resolution should be enough to fix this problem, although I was also running it at Windows 7 compatibility mode at the time and I also had deleted the intro video, which is why I added these extra steps to the guide.

I've also been unable to replicate this bug/error on a fresh install. Maybe it's already been fixed at the time of writing, I dunno.
What didn't work
This is a list of stuff that I tried to do before finding an actual fix. None of these worked for me, but if this fix doesn't work for you then I suppose it wouldn't hurt to try some of these out:
  • Verifying the game's cache
  • Deleting the Hard Reset folder on Documents
  • Running the game directly through the .exe file instead of Steam
  • Running the game's .exe file as Administrator
  • Running both the game's .exe file and Steam as Administrator
  • Running hardreset.exe on Windows 7 compatibility mode (without lowering the resolution)
  • Deleting intro.lst to skip introduction videos (without doing any of the other fixes)
  • Repairing MS Visual C++ 2008 Redistributable
  • Forcing the game to run on Windowed Mode and/or a lower resolution through Steam's launch options
  • Forcing DX9 through Steam's launch options
  • Setting -nocrashdialog on Steam's launch options
  • Setting -autoconfig on Steam's launch options (this actually crashed Steam lmao)
  • Disabling Steam's in-game overlay
  • ゴゴMenacinglyゴゴ staring at the screen to see if the problem would fix itself
