Report a translation problem
Extend the main road until it hits the mountains (South).
Turn left (West) and create road until it hits an outcropping of rock.
Turn South, and create road until you hit another mountain.
Click on Ware Production, and Turquoise or Copper Mine,
and you'll see where you can place your mines.
Keep things to a bare minimum, in a tight cluster.

1 Police
1 Shrine
Go back to the rock outcropping to build "dummy" housing.
Click on Sanitary / Well to see you can place wells.
Here, you'll be placing:
2 wells
33 housing
1 Fire
1 Police
1 or 2 Shrines
Hint: For prosperity level 9, you'll need 33 houses with well access,
and 11 houses to support the mining operations. You might be able to
get away with less, just keep housing at a 3:1 ratio.
Lastly, half-way between the mines, and your "dummy" housing,
drop down two Stockpiles. Adjust *each* Stockpile to hold
4000 Turquoise, and 800 Copper.
