The Roman Forum is a rectangular forum surrounded by the ruins of several important ancient government buildings at the center of the city of Rome.

This mod adds the Forum of Rome, Italy. It increases happiness,culture and gold and gives a free social policy. Gives a new luxury resource : Roman statues

you can do that yourself, It's pretty easy actually

here's an example:

so what this does is it prevents Austria, Egypt and India from building the Forum of Rome. You need to add the names of all other civs except Rome so that all the others except Rome can't build it.

This wonder costs the same production than the Oracule, but Oracule only give a free policy while this wonder gives much more bonifications
