By Mr. Coja
I'm creating this post in hope that other ppl may not suffer as much as I did to get this to work.

If you find this, you prob also have had issues with running the game, specifically you have really poor fps even though you are running a modern rig.

First things first, be sure to do this AFTER you've already set up your general settings in the configuration tool when you launch the game. Whenever you temper with those, it resets the value that we are going to change manually in this guide. If you change those settings after modifying the ini file manually, you'll have to redo this. Also, BE SURE TO HAVE YOUR GAME CLOSED, better safe than sorry! You can also set the ini to read only after you're done editing it for good measure.

Anyway, this is what did the trick for me:

Head to Documents\Witcher 2\Config and once there open up User.ini (Use whatever document editing software you have, notepad does the job well enough in this case)

Find TextureMemoryBudget in there (remember, you can use "CTRL + F") and change it to whatever your VRAM in MB is, subtracting 1024. If you were to set it to more than 4084, just set it to 4084 instead, as thats a safe point for the game. For RTX and AMD cards, it is recommended to just change TextureMemoryBudget value to 1024 for good measure. There are lots of options for finding out what value would be appropriate for you, if you don't know it already, simply look up "how do I know how much VRAM I have" on google and you will find your way.

Hope this helps. Enjoy the game!

1024 should normally do it for your GPU... You could try the recommended ini settings for the AI Upscale mod [www.nexusmods.com], but other than that this should have already solved your issues

Oh woops I forgot what game this is, yeah that's right I had to change that nvm now I remember the stupid 128mb texture thing or whatever it was, Quake 4 also had that problem

Its not a problem with the cards, its with the way the game handles them, the game straight up cannot comprehend you having as much VRAM as you do, which makes it default to the lowest possible setting

Newer GPUs shouldn't even have this problem, it's mostly the nVidia cards that get really bad popin issues anyway. Like a 16gb 6800XT will not have popin. I had some popin on Cyberpunk 1440p all ultra with a 5700XT 8gb, that used up to 10gb but if you had a 10gb GPU and no RT enabled then even 1440p shouldn't be a problem. It's a much bigger deal at 4k. Or if you're having a like 4-6gb card.

@MACIUŚ MONTANA what did you set your TextureMemoryBudget to?

doesnt work on RX 6500M, I still have 30-40fps:(

Y'know, since GPUs keep getting more and more VRAM, maybe 1 day most textures will be able to be stored on the GPUs memory and reduce pop-ins and such to be almost unnoticeable.
Anyways, thanks for the really helpful post!
