How to skip the config selection dialog upon launch
1. Go to the game folder. On my PC it's located in:
c:\Program Files (x86)\Steam\steamapps\common\Raptor Call of The Shadows - 2015 Edition\

2. Rename Raptor.exe to Raptor.exe.orig

3. Copy (or rename) rapwin.exe to Raptor.exe

4. In the Steam Library, right click the game and go to Properties.

5. Click the SET LAUNCH OPTIONS... button

6. Add your command line arguments (see below) in the popup dialog.
Available command line arguments
Use HQ filter: -hq
Fullscreen: -fullscreen

Resolution:
640x400: -2x
960x600: -3x
1280x800: -4x
Example configuration for launch options
So if you wish to start with HQ filter, fullscreen and 1280x800 resolution, add the following in launch options:

-hq -fullscreen -4x
