Thank's to Wardog (wrdg#2323) for this code.

Alternative to @DisableGardenPlots, doesn't remove the actions for shovels and pickaxes but should block building stairs with garden plots.

This is a replacement for BuildAnywhere. There’s no need to load BuildAnywhere if you have this mod installed. If you’re having issues with gardenplots stacking, it’s because you have BuildAnywhere and this mod loaded.
