Yes and that's how the DLCs worked on the console versions. you would get access to the DLCs immediately as soon as you buy it on the PS or Xbox stores respectively. this functionality was changed on the PC version due to the DLCs not being sold as separate items.
If you switch to Nova modding framework for this game, then there is a nova mod that unlocks those DLCs without requiring you to clear the main story. you can refer to this guide linked below for instructions about this framework:

On the ps3 you could get it right at the beginning, is there no way to patch that in for pc?

That DLC would unlock after you have cleared the main story.

Thank you for getting back with me on that. I learned that I'm able to run the game in full screen when I run the app as an administrator so that seems to be working for me now. Thank you for this guide by the way, not sure I ever would've got the game to run properly without it.
Hmm...that's an issue no has reported so far. technically I would recommend using the latest version of the fix patch which I assume is the one that has fixed the fullscreen mode for you.
If you are running any audio enhancement software in the background then try disabling it and see if it fixes the audio.
If you are using a surround sound speaker setup, then try setting the channel layout to stereo and see if that fixes the audio.
