Continued story:
I restart the game, subscribe to some assets before actually going into a city then exit the game. I restart the game and go into a city and the Simulations keep failing. I eventually disable all assets and mods and then the screen glitches like this. I go into a new map and get this. Looks like it's waiting time again for everything to update.
