Adds decisions to prospect for oil in Syria and Algeria. Also adds two foci to expand production after investing in those areas.

I checked it today and it still works! It says it's out of date but that's literally just a number in the bloody .mod file.

I've been thinking about a mod that adds oil to the map to show France's actual domestic oil production. This isn't over the top either, considering the decisions(or focuses) the British and Italians get.

The DLC isn't actually required, the French focus tree update came for free with 1.9
