I might be wrong, but I'm pretty sure scaling is a number tied to each action in combat, which affects how much benefit you get for higher stats.
For instance; The light attack, as shown in the picture, has a scale value of 3, and the weapon uses dexterity. This basically means that the light attack takes 3 less time units per point you have in dexterity. A strong attack has a scaling value of 4, and therefore takes 4 less time units per skill point. That also means strong attacks reward you slightly more for high stats than light attacks do.
As for where to find those numbers, I think it's just 3 for a light attack, and 4 for a strong attack. Not sure if other actions have them.
