City-State of Carthage’s history
Carthage was a Phoenician state that included, during the 7th–3rd centuries BC, its wider sphere of influence known as the Carthaginian Empire. The empire extended over much of the coast of Northwest Africa as well as encompassing substantial parts of coastal Iberia and the islands of the western Mediterranean Sea.

City-State of Carthage’s features include:
  • New formable nation: Form the City-State of Carthage.
  • Unique mission tree:
    • Become a trade empire: End the pirating traditions in North Africa and reestablish the great trading nation of Carthage. Found new trade posts, upgrade existing centers of trade and enslave the pirates around you.
    • Build a great fleet: Build the greatest fleet the Mediterranean Sea has ever seen. Conquer Italy and defeat your enemy, the Romans.
    • New colonies: Look beyond the Mediterranean Sea and establish new colonies across the atlantic
  • Unique national ideas: Carthaginian Ideas embrace a freer society, let you become a trade hub, reestablish Punic warriors, build a strong navy and invite more scholars.
  • Three new religions: Judaic, Donatist and Canaanite
  • Flavor events: Includes 50+ events focusing around Hannibal's legacy, trade and enslavement.
  • Minor features: 5 achievement missions, 2 new government reforms "Punic" & "Canaanite Republic" with "Time of Decadency" mechanic, new Carthaginian culture, and new Carthaginian estate with six privileges

A must have mod for playing in North Africa. Really helps Tunis get more flavour. I like Carthage Empire even though its "too old for EU4 time period"/

Carthage does not seem to have some of the new government reforms most tags have, such as the Military doctrines and organisation

@FalloutGod48 this behavior is unintended With Kingdom Collection Core running, you should be able to form it before admin 10 at the costs of splendor/mana points. With Kingdom Collection Core downloaded and enabled, this should be fixed.

can you make a change so you don't have to have dip (or was it adm?) tech 10 to form, I need to form as soon as possible because I'm making a custom map and I need Carthage for it.

Thanks, I was trying to form it but my culture was Atlas (playing extended timeline, once I converted culture to tunisian I was able to form it
