Valve, please, we need this!
Not only will this help fix the cheating issue,
it will also make you tons of $$$
It's a win-win!!!!
The only issue I have is the listed requirements are a little bit too low.
Level 30 is really nothing and buying/botting accounts to it, is not a big deal to cheaters.
So I propose 200 competitive wins (any mode, either premier, comp, wingman) as one of the requirements, and to bump the level to 80 (second playtime badge)
That way, if cheaters were to try farming wins and xp to unlock access to vaccoin, they can be reported and banned, before they get a chance to meddle with the system.
It's a silly idea with no future really, you can't make it worth money to send a report.
Now in a short time (I hope) VAC Live will come out and maybe fix a bit the problem, but this idea in practice would be just as useless as the current system (With a touch of aggressive capitalism).
You can't eradicate cheaters, cheats are quite easy to do, and paid cheats are usually made by senior programmers who are able to outwit even kernel anticheats (the best ones, literally scans your computer searching for cheats), this system is the same as CS:GO overwatch.
Some people maybe it seems quite like it (Referring to cheating) but in the end it's not and if you want to report back to someone else you either get annoyed or you pay (In some countries 3 cents worths the same as a soda).
And the only thing it would do your coin is make people hide them as some "pro players" did.
