Can we make Vigil a better perk?

What is Vigil?
Vigil is the level 40 teachable perk for Quentin Smith.

According to the Wiki, this is what vigil does:
















"You and your Allies within a range of 8 metres recover from Exhaustion, Haemorrhage, Mangled, Hindered and Blindness Status Effects 10/15/20% faster.

Once out of range, this effect persists for 15 seconds."

My experience with Vigil
Now at one point I wanted to main Quentin, I don't know why. I eventually didn't because he is tall af and it's a little more difficult to sneak properly. While I played him, I tried my level best to make his perks useful. Vigil had only one perk advantage I could see: combo with Sprint Burst to use Sprint Burst more often.

This part of the guide recalls my experience before Ghost Face came out.
Now I know what you're thinkin', "But Nitro, you can use it with the other exhaustion perks to get the same effect!" and to that I say Sprint Burst is the worst, at the time of me using Vigil, Sprint Burst was the worst. (I have grown more as a person and I now believe that all exhaustion perks minus Balanced Landing are worth using.)

At the time Vigil at max level made survivors recover from status effects 20% faster and according to my phones calculator it would cut the 40 second timer from a level 3 exhaustion perk down to 32 seconds. (40 * .2 = 8, 40 - 8 = 32) That's honestly pretty lackluster imo. So this perk really wasn't doing too much since status effects with timers have a negligible effect, however those same status effects are somewhat hindering when they are infinite. This leaves Vigil in a very bad place.
Potential Ways to Make Vigil a More Viable Option

I have no experience with developing games. With anything I suggest, please understand that these numbers may need to be changed to be balanced.

Idea 1
Give Vigil infinite range or similar range to Wake Up! This way, Vigil has a wide influence for pseudo team support builds.

Idea 2
Buff Sloppy Butcher again, hear me out. In its current state, it just slows down healing speeds and that's it. Imagine if it was similar to Huntress' Begrimed Head add-on, where survivors injured repair gens slower. BUT WAIT THERE'S MORE, instead of injured survivors repairing gens slower why not add a timer of somewhere around 2 minutes where survivors repair gens slower.

This way Vigil would be a counter to this Sloppy Butcher, but from asking my friends and reflecting on this idea this sounds awful. This has a chance of creating 2 MUST have perks, and MUST have perks are unbalanced and not fun.

Idea 3
Allow Vigil to reduce exhaustion while running at a reduced rate. Now this sounds like a MUST have but if it makes exhaustion recover at 20% speed, this may balance it.

Idea 4
A complete change of the perk. Since it talks about watching over allies in dire situations, why not let this perk reveal auras of allies in a chase to you, and when you are getting chased reveal your aura to allies. The last effect could be changed to letting you see all auras of allies while you are getting chased which could help players avoid leading the killer to a heal party or a group doing a gen.
Conclusion
