Just ran into this issue and it was pissing me off, so I fixed it and thought I would post the solution here.

If you click on the EXE and try to launch the game, it will attempt to load the config which will fail on Windows 10.
If you try to launch the config application directly from the folder, in Windows 10 it will also fail, saying something about Out of Memory.

So the two things fail on Windows 10, so we need to change the names of the files in order to trick Steam into launching the game directly.

Step 1 - Name the "JadeEmpireConfig" to "JadeEmpireConfigOLD"
Step 2 - Name the "JadeEmpireLauncher" to "JadeEmpireLauncherOLD"
Step 3 - Name the "JadeEmpire" to "JadeEmpireLauncher"

This tricks steam into thinking it is launching the Jade Empire Launcher but it just launches the game directly instead when you select the game from steam. It should run, the default settings for the game seem to look and run fine (I have played the game on a very old laptop and it works no issues), so launching the game directly without the config should work for most people.

At least this will get people into the game and having fun.
