Reduced Small Antenna Radius

Not too long ago, all antennas were equalized. This meant all of them were increased to a max range of 50KM.
This had the unfortunate effect of people simply building small antennas on rotors in place of large-grid ones, since they did the exact same job.
This mod reverts that change, and small antennas now have a smaller radius.
Relays are now more useful, and you have to consider the cost and radius of the antenna types.

A bit more engineering, re-introduced.
