How to fix mouse lag and flashing textures (solution).

For mouse lag: delete all devices in device manager in HID section which begins with "HID" letters. Just delete. (I suppose that game trying to find any gamepads and you see mouse lag at these moments)
For flashing shadows and textures: install GeForce 314.22 Driver (for NVidia users).
After that game works PERFECT.

Fixed your link. You need a space between the first character and the last one.

This solution does not work if you use a mouse to play the game.

Instead of deleting you can disable HID devices and enable when you need them.
It worked for me!

Вот только при удалении/отключении в диспетчере HID устройств, на программируемой мыши (у меня MadCatz MMO7) перестают работать забинденные кнопки и макросы. То есть, проще играть с геймпадом или с обычной мышью, проверено.
