Well, my original idea about this is father, lover, and brother in arms. Soooo, Arbiter is Ada's father( I know it is definitely weird for Ada to have a alien father = =" but Arbiter's personality is suitable. And... long story... I see Arbiter as some kind of ... ultimate martyr who owns unpredictable power. One day, he has found Ada who was an orphan. So Arbiter has become Ada's stepfather. After that, Arbiter trained Ada into a deadly assassin/ intelligent spy. ). So now, after this powerful machine legion has defeated most of those B.O.W and B.O.W's corporation, they betrayed and turned their muzzle to mankind...... Ada and her best partner Leon, her father Arbiter and other comrades fight against the machine legion. This is what this picture mean.
