IW has released a new patch, the added FOV option. Just go to video options a choose desired FOV. (for me: 80 (maximum)

Close overlays or programs such Fraps. Also disable Steam Overlay for this game.

Go to Control Panel and type "mouse" in search box. Open the program and uncheck "Enhance Pointer Precision" option. (This one is to avoid any acceleration to the mouse, so it feels more 'natural' when you use it in a game (also turn off Acceleration via Cod Ghosts Options)
[This one doesn't really increase your FPS, but I use it.]

Open Cod: Ghosts, go to Video Options and set Windowed (borderless) mode instead of Fullscreen.

(While Running Cod Ghosts) Open Task manager (Ctrl+Shift+Esc), right click on Cod Ghosts and click on Go to Process ("go to details" in Windows 8), right and Set Priority to Normal instead of HIGH.

[While in game] Go to Options, Video Options and change this settings:
Distortion: No
Motion Blur: No
Depth of Field: Off
Terrain Detail: Off (MAKE SURE YOU DISABLE THIS ONE, it takes away 10-15 fps when activated!!).

- Choose FXAA as Antialiasing method (Instead of MSAA or SMAA) if you want PERFORMANCE over QUALITY.
- Choose SMAA if you want QUALITY over Performance.

- Change textures to AUTO mode.
- Set your Aspect Ratio to 16:9 (for me) instead of AUTO
(if you want, set Anisotropic filter to medium or so)
