The "for noobs" .sdb file...? It's the file format used by the Microsoft tool. Paranoia or paranoid antivirus... not even an executable.

ACT is an official Microsoft tool to solve application compatibility issues.
Your issue can be: 1. unreliable antivirus installed 2. some malware blocking those tools that could remove/bypass them, 3. broken Group Policy in your computer.
