New Colony API

New Colony API is a modding API that also has a few features of it's own to help server owners.

Colonists Expanded:
* Colonists age by a month per in-game day
* Colonists have names
* They get better at their jobs as they earn XP! (Check XP System)

Colony Manager:
* Allows you to hire colonists right to a select job type
* See how many colonists there are of each type.

XP System:

* A fully working system that allows modders to tap into.
* Items fall under 3 types: Generator, Machine, and Battery.

Commands:
* Admin Chat (/admin {Message}) Sends a message to anyone with the admin permission.
* Close Server (/closeserver {Mins}) Server will shutdown after X amount of time.
* Colonist Population (/colonistpop) Says how many colonists there are over all the colonies that have colonists.
* Colony Count (/colonycount) Says how many colonies are in the world.
* Help (/help) Gives a list of all available commands that are part of the API and mods that have commands through the API.
* Mod Chat (/mod {Message}) Sends a message to anyone with the mod/admin permission.
* Online (/online) Displays all the players currently online.
* Server Population (/serverpop) Displays how many people are online along with the max allowed on the server, Also shows how many different unique users have been on the server.
* Whisper (/w {playername} {message}) sends a private message to a single player.

Improved Chat:
Chat messages are coloured and show the player's prefix in their chat messages.

Rotating Messages:
* A list of messages that will be displayed ever so often.
* Great for server rules

Login Messages:
* Great for things like displaying a URL to your server's discord channel. or a message of the day.
