For a long time my game was literally unplayable. I was complaining that within a few turns most of the map was vassalized by Lio Biao while the rest was enslaved by Dong Zhou. Those two then became friends and china was at peace with no war on the map until i attacked someone which in consequence made me the sole enemy of China.
Finally someone asked me for my mods which i showed him. Turned out this mod here forces the AI to honor allegiances in a way that it will never act on their own ambitions. Cao Cao aswell as Sun Ce and everyone else never try to conquer anything at all and just adhere to their mod empowered overlords turning China into a league of "trusted friends".
I finally turned off the mod after a really long time and the game became playable again.
I recommend you do not get the mod if youre interested in playing the game whatsoever.
