Some people have said that their value is roughly half of what it should be, these people have said that 19 gives them 1080p, so you could try decimal value 19, but you said that its always resetting no matter what value you put in, so im at a loss of what to suggest.
System settings can affect what decimal value you need, but drivers wont affect it
TL;DR:
Step 1: Delete the game and delete the file which saves your settings in the Launcher (which is called 'current.key' which is in; Users\*your username*\Documents\SCi\DesertStorm, delete the file here which is called 'current.key')
Step 2: Reinstall the game.
Step 3: Open up Settings in the Launcher and set the settings to whatever you want to set them to except for resolution (you absolutely must not change the resolution as otherwise you will never be able to change your resolution again via the decimal value (unless you delete the game and current.key file ofcourse).
Step 4: Set your decimal value to 37 or whatever value you want to set it to.
Step 5: Play the game, do not open up Settings in the Launcher because it will reset your decimal value
