Specifically for ppl who launch up Shenmue for the first time only to find a mysterious "white fuzz" covering everything in the game except Ryo's head, here is your answer:

I looked everywhere and could not find an answer for this and was about to give up when I saw a short post from Steam user "Crasky" suggesting this and it worked!

Open NVIDIA Control Panel, Manage 3D Settings, Program Settings, Add (locate Shenmue), select your graphics card, save changes and you're good to go! Enjoy Shenmue!
