Im just a casual player, and I do feel alot more comfortable with Bullseye Aced, as I often get 50 or even 75% after 2-3 kills (also within 2-3 seconds) after having 0 armor.
Of course you didnt notice any help of the basic version.
5 pts of armor is not usuable / noticable for anything but dodge.
That's why you need to ace it for anarchist.
So with that beeing your playstyle, go rouge, then you're saying is 100% applicable.
I tend to be in the open, rather than hiding.
That beeing said - my playstyle - you do NEED armor regen - check the hydra video for reference.
I'm not saying it makes you immortal, because it doesnt as you see in the first 5 mins - but very close to it - as you see the rest of the 30 minutes :p
In other words, I dont want to have to hide every 'single shot' (figure of speech) done and then start aiming again.
But IF/WHEN I need to hide, I'd like to be able to reload my weapon aleady while running towards cover.
And why would I need inner pockets, when I'm not wearing a light vest?

And I agree with that saying for almost all other decks as well.
Anarchist is one of the exceptions since it does NOT regenerate ALL of the armor at ONCE, but only parts over time -> thus it actualy needs/benefits from acing bullseye.
