At a certain point late in the game, the Astrologer will ask for a silver-star book. You have to give him a gold-star book for the achievement. BUT, if you have the DLC, you also have the option of giving him Obsidian Research, which will skip past his book-request and lock you out of getting it without basically playing the whole game over again.
I've finally managed to get Best party.
It turned out that it's very easy to get it.
Just 300 Carrot cutlets and that's it.

So I can conclude that it is very important to NOT USE ANY ALCOHOL in Barmen inventory.
Only food allows you to get the achievements related to festivals in Talking Skull tavern.
I'm attaching my save file for those who stuck struggling to get Best party achievement.
Everything is prepared:
1. Teleport to Tavern.
2. Run Graveyard Fest.
3. Get the Best Party achievement.
