Skill build excluded, since those are relatively dependant on the situation, but here is some general advice:
Ulti > Poof > Net/Geostrike
Get Poof at lvl 1 to help with last hitting. Afterwards always max Ulti, then Poof. Get Net for firstblood (lvl2) or Geostrike for farming. Net helps with killing heroes, as it prevents them from blinking or stealthing. Geostrike increases damage and slows even magic immune targets.
