Replaces all Vanilla Governors with 3 New Governors:

Horus
Military

Midas
Economic

Troya
Diplomatic
Can be placed in City-States

All Governor promotions only affect the city they're current in like vanilla, some exceptions like "Global Voice" affect the player.

A new Governor screen has been added replacing the old one, merging the overview screen with the promotion screen.

Fishery Improvement is unlocked through Sailing only
City Park Improvement is unlocked through Games & Recreation only

All Promotions can be seen in the image above, some are new, some are merges or deviation of the vanilla promotions.

The images for the Governors are placeholders for now.

Might need more testing.
