The issue I have with those 2 options is often that it jumble the attribution (like support get to do developpers work (support etc) and developpers do support, which doesn't work obviously since they have different skillset, the solution might be to put every team to every task just after it got jumbled to not miss anything -too many support contract etc to do it by hand)
