I've laid out the facts, but feel free to continue to throw insults at me at your own leisure.
Your entire argument is predicated on two things: 1) using the weapon on Sniper, and 2) getting headshots. Saying that the crossbow is good on a single class doesn't hold much weight. I'm sure you've already considered what happens outside of those two factors, but I'll give you a rundown anyway.
I rate weapons by general use across various classes and how well they scale into loop stages. The crossbow is a very niche weapon that falls flat when met with plating as well as headless enemies. Additionally, the weapon is hopeless against groups of enemies (which typically plague co-op and loop stages) without the assistance of hyper accelerator and/or shock impulse. Because the weapon has base magazine size of 1, it loses out on both ammo regen and twin link II, which is a powerful item for increasing dps.
If only there were some class that had a special ability that made getting headshots quicker and easier. If only that same class had perks that gave special incentives for getting headshots. If only that same class got automatic full penetration with bonus damage on headshots. It's almost like if such a class existed it would be an incredibly good weapon for it that would do more damage and be more useful than the Nemesis in most cases.
What a fucking moron.
I think it adds 1% per 25% added, I only remember upgrading it around 4/5 times for a 20% dodge boost.

After a brief look, here are a few changes/additions to make: Eminence AR - only reduces cooldown while held, not all the time; T 8-00 Gauge - instant and automatic eject on every magazine empty until 8 ammo is consumed, at which the next magazine empty requires a full eject and reload cycle, process repeats; Bandana - heavily increases firing slowdown while active.
Update 24 will require an overhaul of a lot of things, particularly the weapons sections, so it might be best to wait until the update drops before making any major edits. I'll send a request on Google Docs later today.
