Report a translation problem
The gamebreaking buggy skill got fixed in patch notes. Probably trust but verify in hand, but if all's well, "no more frozen skill", but same logic when it comes to it's value.
this usually happens with missions including objectives being revealed serially(sequentially).
Whenever an objective is cleared AND the next object is located somewhere in your visual field (on map), it will not show up(the yellow arrows will.). In this case there's two solutions:
1. Use the flare
2. Move away and return; the supposed objective location should be outside your visible map area. When re-approached, the objective icon will show up normally.
